Measuring Regional Innovation Efficiency and the Impact of R&D Employment and NetworksAbstractRegional innovation systems and the innovativeness of regions have become frequently discussed topics in recent years in science and policy making. Nevertheless, it remains unclear what innovativeness really means. We argue that all that can be measured is an innovation efficiency in relation to one or a few given innovation input factors. Different basic input factors, such as R&D employment are discussed and used in this paper. It is shown how the results of measuring innovativeness depend on the choice of input factors. Finally, it is studied how networks impact on the innovativeness of regions.
